Tldr: Reduce the borrow fee for all gmCauldrons from 1% to 0.3%.

The purpose of this proposal is to reduce the borrowing fee in the gmCauldrons from 1% to 0.3%.
This adjustment aims to enhance the platform’s competitiveness, making it more attractive to a broader range of users while ensuring the sustainability and efficiency of the system.
By lowering the borrowing fee, we anticipate increased user engagement, higher liquidity, and overall growth in the protocol’s ecosystem.
